It copies intact compressed segments and encodes only boundary pictures, preserving quality while reducing export time. The application covers MKV, MP4, MOV, TS, M2TS, WTV and DVR-MS containers. Tools include thumbnails, audio waveform, edit preview, project interchange, batch processing, joining, output reports and optional GPU acceleration with a hardware self-test. Signed binaries, source code, checksums and tested combinations are published. A free evaluation has no time limit; exported video carries a permanent watermark.   • Smart rendering engine. The program identifies reusable closed GOPs in the source stream and copies them without decoding. Only unsafe pictures near the selected cut points are decoded and re-encoded with the original codec. The joined result is checked at the seam to confirm container and codec compliance. This method avoids quality loss across the entire file and keeps processing time lower than a full re-encode.
  • Edit preview with frame mapping. The preview window shows the exact output timeline. Playback controls, thumbnail strip and current time display correspond only to kept frames. Removed sections are skipped during preview, so the operator sees the final cut before any export begins. Frame stepping works in both directions and matches the source timecode when project interchange is used.
  • Thumbnail navigation. A thumbnail track is generated for the source file. Each thumbnail represents a fixed interval and can be clicked to move the playhead. The display updates after cuts are made, so thumbnails reflect remaining content. This helps locate scenes in long recordings without repeated full-screen playback.
  • Audio waveform view. The waveform is rendered from the source audio track and aligned with the video timeline. Silent sections, loud passages and channel activity are visible. Cuts can be placed at precise audio events, and the waveform remains linked to the edited timeline after trims. This supports work with concerts, interviews and recorded broadcasts.
  • Ad-Detective scan. Ad-Detective scans for scene changes and black-frame transitions that often mark commercial breaks. Detected points are shown as candidate markers. The user reviews each candidate and accepts only the cuts that belong in the final edit. Automatic detection does not apply cuts without confirmation.
  • Joiner with title cards. The Joiner merges edited projects, raw source clips and multi-object title cards into one output. Each item can be reordered before processing. Title cards support text and still-image backgrounds with defined duration. The resulting file is validated as a single continuous stream.
  • Batch queue and watch folders. Multiple jobs can be placed in a queue for sequential processing. Jobs include cuts, scans, remux operations and Joiner tasks. Output naming is stable and visible in the status list. Watch folders can be assigned so that new files placed in a monitored directory are automatically added to the queue.
  • Measured hardware acceleration. One NVIDIA, Intel or AMD adapter can accelerate supported decoding and encoding tasks. The program shows per-codec advice before processing starts. If a hardware path fails during export, the software encoder takes over automatically. A built-in self-test reports which codecs and resolutions work on the installed GPU.
  • Output reports. After each export, the program writes a report with source properties, selected cuts, codec settings, hardware usage and processing time. Reports can be saved as text files. This record helps repeat past workflows and diagnose any failed or retried jobs.
  • Project interchange. Edit decisions can be saved as a project file and loaded again later. The project format stores cut points, marker names, Joiner layout and output settings. This allows work to be split across sessions without losing decisions. Project files can also be transferred between machines running SmartCut64.
  • Container and codec coverage. SmartCut64 handles H.264, HEVC, MPEG-2, AV1 and VP9 video codecs. Supported containers are MKV, MP4, MOV, TS, M2TS, WTV and DVR-MS. Legacy Windows recording formats are included alongside modern delivery formats. The smart rendering route is used only when the selected codec and container allow it.
  • Evaluation mode. The free evaluation has no time limit. All editing, scanning, batch and join functions remain available. Exported video is fully re-encoded and carries a permanent watermark. Purchased licenses remove the watermark and enable smart rendering output. No account or online activation is required for evaluation use.

SmartCut64 was developed as an independent Windows application for frame-accurate editing of recorded and downloaded video. The first public release appeared in 2021. The developer, Lineker Pandi, maintains the project and publishes signed binaries, corresponding source packages and checksums for each release. The program is written in C++ with platform-specific code for Windows media APIs and optional GPU interfaces.
